Do I need a lawyer to go to the US Court of Appeals for Veterans Claims (CAVC)?
Yes and no. You may decide to represent yourself or be represented by a VSO before the CAVC. However, many VSOs recommend that you seriously consider getting a lawyer at this stage if you hope to be successful. CAVC is a federal appellate court separate from the VA and the procedures can and usually do get very complicated.
